Support at Home Provider Guide

Support at Home Monthly Statements Explained

What home care providers must include on every Support at Home monthly statement, when statements must be issued, and how opening balances, care management deductions, and participant contributions reconcile.

1. Issue deadline: last day of the following month

Under the Support at Home Program Manual v4.4 (§16 Claiming & §17 Monthly Statements) and Payment Integrity Rolling Review Cycle 1 Report (September 2026), providers must issue each participant a monthly statement no later than the final calendar day of the following month. Statements must be provided before or alongside the participant contribution invoice for that period.

2. The 11 required monthly statement inclusions

Every Support at Home monthly statement must clearly itemise the following 11 items so participants and families can see how their quarterly budget is tracking:

1. Quarter or episode funding, opening balance at start of month, and closing balance at end of month

Show ongoing quarterly funding (and Restorative or End-of-Life funding separately if running together), start-of-month balance, and end-of-month remaining balance.

2. Each primary supplement (by name and quarterly amount) and carryover from the previous quarter

List veterans', oxygen, enteral feeding, dementia and cognition, or remote supplements by name and amount, plus quarter-start carryover.

3. Transitioned Home Care Package (HCP) unspent funds in total and split across all 3 portions

Show Commonwealth-held portion, provider-held Commonwealth portion, and participant portion (held by the provider). Missing HCP unspent portions was one of the top Cycle 1 integrity review findings.

4. AT and HM shown as separate accounts with 12-month funding, opening balance, forward commitments, and closing balance

Assistive Technology and Home Modifications must appear separately with ordered/committed items deducted from available funds.

5. AT-HM funding period expiry dates and any AT-HM funds that expired during the month

Clearly show the 12-month (or extended) funding expiry date on the statement.

6. Every delivered service or item shows official service-list name, delivery date, hours/units (15-min steps), unit price charged, and government subsidy

Never combine multiple dates onto one line or claim multiple hours as 1 unit. Ensure service type matches work delivered (e.g. home maintenance vs domestic assistance).

7. Third-party (associated provider / brokered) services clearly identified with an agreed price prior to supply

Flag every third-party service on the statement and ensure the participant agreed to the price before delivery (never 'available on request').

8. Total care management hours/units shown for ongoing classifications (or care management price and subsidy for Restorative / End-of-Life)

Ongoing care management shows delivered hours/units; short-term pathways show care management price and subsidy.

9. Participant contribution shown per service/item and total payable for the month (with personal care at 0% from 1 October 2026)

Line contribution = round_half_up(cost × rate, 2), and subsidy = cost − contribution. State clearly 'This is not an invoice' and that contributions are invoiced separately.

10. Any adjustments, refunds or claim variations from previous months itemised with service name and original date

Prior-month changes must appear separately so opening and closing balances reconcile.

11. Issued by the last day of the following month (even when no services were delivered) with OPAN, TIS National, and My Aged Care contacts

Include provider contact details and hours, OPAN (1800 700 600), TIS National (131 450), and My Aged Care (1800 200 422).

3. Statement balance reconciliation formula

Your monthly statement must balance to the cent. Only the government subsidy portion of each delivered service reduces the participant's government-funded Support at Home pool; the participant contribution is invoiced separately to the participant and does not reduce the government subsidy pool:

Closing Balance = Opening Balance + Quarterly Allocation / Carryover Added − Care Management Deduction (10%) − Government Subsidy Portion of Services + Prior Period Adjustments

Example: Classification 4 quarterly split

Total quarterly budget: $7,632.04. Care management (10%): $763.20. Direct service budget: $6,868.84.

Example: Domestic assistance line item

Full pensioner (17.5% Everyday Living rate) on a $71.25 shift: participant pays $12.47, government subsidy pool is reduced by $58.78.

Example: End-of-quarter carryover cap

Cap is the greater of $1,000.00 or 10% of quarterly budget. With $3,000.00 unspent on Classification 4, $1,000.00 carries over.
